The demographics of Southern states have changed dramatically in recent years. Since 2000,
- North Carolina’s Hispanic population has increased nearly 60% and is now about 7%
- Virginia’s population is 6% Hispanic
- South Carolina is 3% Hispanic
And the Hispanic population is more concentrated and much larger in some counties within states:
- In North Carolina’s Duplin County, 21% of the population is Hispanic; Hispanics comprise 16% in Lee and Sampson, and 12% in Durham counties
- In South Carolina’s Saluda County, Hispanics comprise 14% of the population, 11% in Beaufort and 11% in Jasper counties
- In Virginia, Manassas is 28% Hispanic while Hispanics comprise 16% of the population in Arlington County and 19% in Prince William County
Changing demographic populations create unique public safety problems in many jurisdictions. These include alcohol-involved collisions, street robbery, public intoxication and gangs and drug trafficking. Domestic violence, street prostitution and brothels, club violence and hit-and-run collisions are problems in other jurisdictions.
Local law enforcement agencies are the focus of rising political pressure and public concerns about crime and immigration. Law enforcement managers must balance political pressures, public concerns and media hyperbole with fair law enforcement practices and limited resources.
But what exactly are the best practices for law enforcement agencies responding to changing demographic populations?
